FOLLOW UP ACTION AND MONITORING.

Effective implementation of this plan of Action will require concerted national action and international co operation. As affirmed in the declaration, such action and co operation must be guided by the principal of a first call for children a principal that the essential needs of children should be given high priority in the allocation of resources, in bed times as well as in good times, at national and international as well as family levels.
